From September 2014 the Children & Families Act (Part 3) will radically alter the way in which children and young people with SEN and disabilities are assessed and supported. The major changes will include: the replacement of the current Statement system with new Education, Health and Care plans (EHCP)for children and young people between the ages of 0 - 25; the introduction of personal budgets to enable families eligible to receive one, to have more flexibility about how monies allocated to support their child are used; a Local Offer setting out information about what education, health and care support is available locally for children and young people with SEND and their families and how it can be accessed; and the engagement of parents/carers, children and young people in the co-production and review of SEND services and in discussions and decisions affecting the care or support children and young people receive to address their needs. Children with the most complex needs who currently have a statement of special educational needs or Learning Disability Assessment will transition to the more integrated and personalised Education Health and Care Plan - requiring the conversion of existing statements and LDAs to EHCPs. From September 2014, when the Children and Families Act becomes law, Local Authorities will be required to undertake conversion of existing Statements of Special Educational Needs and Learning Difficulty Assessments (LDAs) in Education Health and Care Plans (EHCPs). The conversion process will be carried out over a three year period and will require identification of the statements/LDAs to be converted, the co-ordination of the conversion process and the conversion of each statement/LDA into an EHCP in accordance with the West Sussex protocol and the new Code of Practice. You will have theoretical, practical and procedural knowledge of SEN assessment practices and implementation as well as an understanding of families and individuals in relation to disability and special educational needs. Working directly with parents and carers and other external agencies you will have excellent active listening skills in order to build rapport and a good understanding of customer requirements as well as the ability to work creatively and sensitively with young people and their families in a problem-solving and task orientated way. You will also have effective communication and persuasion skills to liaise with customers and partner organisations and encourage participation and engagement in identified courses of action.
